I dont know I think you could argue this both ways

Themes do not share data structures they are a conduit.

Also I would read "they make function calls to each other" as something that goes back and forth from the plugin back to the core program. Which doesnt happen.

Though I can see arguements for this being the case too.

PHPBB has many threads about this. The answer there seems to be that if you do not use the tpls with subsilver or any other template you are allowed to sell the theme but its still covered under GPL.
