This might sound stupid, but I did this myself and couldn't understand why I could see the security code, and my users couldn't.
The answer was one day when i was trawling through my modules admin, i set the Your_Account module to visible to "Registered Users Only". BIG mistake.
Seeing as the code for logging in to your account, is actually generated via the "Your Account" module, if you then disable or make the module only visible to members that are logged in, it makes the security code image unaccessible to any user who isn't logged in.
As i was an admin, i could always see the image, as I never logged out my admin account, even if i wasn't logged in as a user. It was only once I cleared temp files and cookies, i clicked on to what I'd done.
The "Your Account" module must always be visible to all, and the image code_bg.gif in your images folder has to be present too.
